We've been thinking about putting up Hurricane shutters. Shutters are expensive. Does hurricane window film work just as well?

No it doesn't. It really depends on the quality your windows. Often times the window frames should not be counted on to handle a direct impact by flying debris or properly manage the water being pushed directly against them. The shutters protect the doors and windows from damage as well as significantly reduce issues of wind driven rain.

Might check with your insurance agent to see what they recommend based on your policies.
